In 2002 I put aluminum windows all around the house.
Two (2) bottom windows are damaged, the ones that go up and down. Can I have a bottom single hung made to fit that space? Must I buy the whole window?

Most aluminum storm windows are made of 5/16" aluminum rails that are standard in the industry. A good glass shop in Sacremento ought to be able to build a new panel that will fit in the old frame.
If you still have the old broken frame they can use that to get the measurements right. As well if one of the other windows is the same size they can get the dimensions from that frame.
If you dont have the old frame the glass shop will have to make a house call to get them.
